The meeting conveyed the spirit of Hubei Agricultural Development Group's 2025 First-Half Operating Work Conference and the related activities for in-depth study and education on thoroughly implementing the spirit of the Central Committee's Eight-Point Regulation. All subsidiaries, branch companies and departments of the headquarters respectively reported on the completion of work in the first half of the year and their work plans for the next stage.

The meeting pointed out that in the first half of the year, after Runnong Water-Saving joined Hubei Agricultural Development Group, it had achieved effective integration, maintained a stable and positive development momentum, and made phased achievements in system construction and new business expansion. At present, Runnong Water-Saving has a solid development foundation and broad opportunity space. On the one hand, it has a solid advantage in core business sectors, and businesses such as high-standard farmland construction, smart agriculture and water-saving irrigation have broad prospects; on the other hand, relying on the entire agricultural industry chain of Hubei Agricultural Development Group, initial results have been achieved in the expansion of new business formats. At the same time, the company must clearly recognize the challenges and shortcomings it faces, seize opportunities and advantages, make persistent efforts, and formulate a five-year development plan with a pragmatic style and effective measures.

The meeting put forward the following requirements:

First, concentrate efforts to tackle challenges and achieve greater results, and make new breakthroughs based on the achievements in the first half of the year. Focus on further promoting fund recovery by establishing a special collection team to carry out the collection of accounts receivable in an orderly and efficient manner; focus on further improving cost control by strengthening project procurement and cost management, optimizing the supplier database, and enhancing collaborative management capabilities; focus on accelerating market expansion by improving the national dealer system, expanding foreign trade business volume relying on the "Belt and Road Initiative", and increasing market share.

Second, drive transformation through innovation and make new progress in promoting innovative development. Boost momentum through technological innovation: not only lead the market with high-end technologies, but also ensure the stability of engineering applications, and launch technological innovation projects in the engineering field; optimize layout based on resource integration: in accordance with the principle of relevant diversification, and adhering to the three core elements of strong technological innovation attributes, large market capacity, and sustainable business models, expand new business formats.

Third, deepen reform to stimulate vitality and show new achievements in activating internal driving forces. Strengthen talent development to consolidate the foundation: advance the design of salary and position rank systems, increase investment in vocational training, organize professional title evaluation, and promote the common growth of employees and the company; focus on standardized management to improve efficiency: benchmark against the management systems of state-owned enterprises, extensively collect employees' opinions to formulate and optimize various systems, and balance the compliance of state-owned enterprises and the flexibility of listed companies.

Fourth, consolidate the defense line to ensure safety and show new responsibilities in securing the bottom line of safety. Strictly adhere to the bottom line of work safety: fully implement the work safety responsibility system, strengthen safety management and risk prevention and control, and create a sound safety environment.

Fifth, strengthen the foundation and attach importance to Party building to bring about a new atmosphere in guiding and guaranteeing development. Strengthen organizational building to gather synergy: advance the construction of Party organizations, establish and improve the working mechanisms of the Party Committee and the Disciplinary Inspection Commission, strengthen disciplinary inspection work and the building of Party conduct and clean government, and provide strong guarantees for the development of the enterprise.

The meeting shared relevant industry analysis and research reports, and discussed the strategic development plan for the "14th Five-Year Plan" period.
